【Complaint】Can You Accept $88 Lunch On Non-Anniversary Day?

The other day, I heard a little surprising story from one of my friend. 

The friend has a new friend(I call her Ms.A), and one day Ms.A asked my friend to lunch.
Ms.A likes preparing for something so she reserved a restaurant.
And on that day,my friend went to the meeting place, a hotel where Ms.A reserved.
By the way,my friend is an absolutely ordinary middle-class person so she started to feel something wrong.
The meal was so delicious and a little bit gorgeous.
After finishing it, my friend saw the bill which was put on their table, and a surprising number came into her eyes.

¥7,000- (each)

She paid the bill reluctantly.

What do you think about this situation?
If I were her I would be angry.(but my friend is kind so only to complain in her mind.)
This was just a lunch and not on a special day. Why should I spend such big money for a lunch?
Even if it is a dinner, it is still too expensive.

I think, in this case Ms.A should have asked my friend whether this the price was acceptable or not.
This was not only a problem of money, but also one of consideration.
